Glucagon works by releasing Glucose using the stored glycogen from the liver. A person who has been starving would already have used up his/her glycogen stores (these sustain us through about 12 hours of starvation)

In such a situation there is no substrate to release the glucose from.

This scenario is encountered by ambulance crew in the field - especially when they are dealing with little old diabetic ladies who live by themselves and are not good at eating on time. The ambulance crew does not understand this physiology and will be shocked that the Glucagon did not work.

You & I know the importance of good old physiology. Although I never understood it in 1st year of Medical school.
