Which patient needs routine Ophthalmology exam by a specialist?

Standard of care requires the following:

Diabetics: Atleast an annual eye exam.
Patient more than 65 years of age for age related eye disease: Once a year.
Patients on Plaquenil (Hydroxychloroquine): Plaquenil causes a "Bulls Eye retinopathy. Monitoring to be done at least every 6 months.

These are the commonest reasons for eye referrals.
